This PR updates the AWS Load Balancer Controller to the latest version. This is necessary since the version currently used does not support enabling proxy protocol v2, which is necessary for Istio.
I cannot find the following annotation in the Docs, and a quick search doesn't show an obvious replacement. This should probably be looked at more closely
