This MR updates Grafana and the kube-prometheus-stack Helm chart. It also includes some improvements such as deploying the Grafana dashboards the kube-prometheus-stack includes for Kubernetes, and placing dashboard into folders using an annotation on the dashboard configmaps. This folder annotation is also used by the Istio dashboards to keep things organized.
